Civil Engineer I - St. Thomas

The Virgin Islands Water and Power Authority is now accepting applications for the following position in the Special Projects Department in ST. THOMAS.


Under general supervision performs a variety of engineering duties associated with planning, locating, designing or constructing buildings or other civil engineering projects.  Work is assigned with general instructions and objectives by a supervisor who provides assistance when difficult problems are encountered and reviews completed work for adherence to sound engineering practices and standard company procedures. Performs all work in accordance with safety regulations, company policy, and OSHA standards.

Because the Authority has a primary responsibility to serve the public 24 hours a day, an employee in this class is expected to work overtime as conditions demand and may be required to accept overtime on short notice during emergency or unusual conditions.

Receives instruction on specific assignment objectives, points of emphasis, reference and information sources, and possible solutions.  Unusual problems are solved jointly with supervisor and work is reviewed for application of sound engineering judgment.

Renders independent evaluation, selection, and application of standard engineering techniques, procedures and criteria using judgment and ingenuity in making minor adaptations and modifications.

Exercises wide latitude of independent professional action adapting acquired professional expertise to a variety of complex projects.

Analyzes reports, maps, drawings, blueprints, tests and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design project.

Calculates cost and determines feasibility of project based on analysis of collected data.

Inspects equipment, structures, or materials to identify the cause of errors or other problems or defects.

Uses computers and computer systems (including hardware and software) to program, write software, set up functions, enter data, or process information.


Graduation from an accredited college or university with a Bachelor’s degree in civil engineering.

SALARY:    $60,027 p/a
