Legal Office Manager - St. Thomas

The Virgin Islands Water and Power Authority is accepting applications for the following opening in the General Counsel Department in ST. THOMAS.

LEGAL OFFICE MANAGER

Under general supervision of the General Counsel, manages a variety of general office activities in the daily operations of the Legal Department.

Because the Authority has a primary responsibility to serve the public 24 hours a day, an employee in this class is expected to work overtime as conditions demand and on short notice during emergency conditions.

EXAMPLES OF DUTIES

Manages the recruitment of staff including working with recruitment agents, placing recruitment advertisements, reviewing job applications, and organizing and attending interviews.

Manages all staff including organizing and attending appraisals, maintaining personnel files, and identifying development staff objectives. 

Coordinates meetings, programs, or events by securing location and making other appropriate arrangements, preparing and issuing information and agendas, coordinating participants, and processing minutes or other necessary follow through information.

Conducts legal research and prepare reports, surveys, and other complex documents for the General Counsel.

Performs duties of Paralegal as necessary to include review and/or drafting contracts, resolutions, agreements transaction documents pertaining to the Authority’s operations.

Performs supervisory responsibilities of administrative support staff for the department.

Communicates with directors, managers, supervisors, co-workers, the general public, and others.  Maintains confidentiality; and represents the Authority in small Claim Court when necessary.

Analyzes and organizes office operations and procedures such as, but not limited to, budget, personnel, records management, supplies and equipment.

Establishes uniform procedures and style practices for correspondence, reports, and other office documents.

Ensures software is up to date and tests new software for legal business use.

Orders legal software and sets up for use by staff.  Provides training and support to staff; organizes training for staff and completes training records.

Composes, prepares, and processes legal, general and confidential correspondence for the General Counsel.

Prepares office administration operating budget and recommends and initiates cost reduction programs.

Manages calendar, coordinates schedules, and independently makes appointments for the General Counsel.

Screens and provides information in response to telephone calls, responding independently when possible.

Establishes, organizes, an assures maintenance of paper and computer records management/file system.

EDUCATION AND EXPERIENCE

Graduation from an accredited college or university with an Associate or Bachelor’s or higher degree in a related field.  Four years legal/administrative/budget experience, three years of office management experience, and two years of supervisory experience is required; a Paralegal degree or certificate is required.  A combination of education and experience may be considered.
