Alva C. McFarlane Scholarship

Alva C. McFarlane The Virgin Islands Water and Power Authority established the Alva C. McFarlane Scholarship (ACMS) to prepare young Virgin Islanders for technical careers with the Authority. The purpose of the Scholarship was to improve the recruitment of technical expertise through the development of local talent (“growing our own”).

The Scholarship was created in the honor of the late Alva C. McFarlane, who as a member of the Authority’s Governing Board, was instrumental in establishment of the Scholarship. Mr. McFarlane served the youth of the Virgin Islands honorably as the Director of Apprenticeship and Training at the Virgin Islands Department of Labor. Many young people went on to successful careers upon obtaining degrees in civil, electrical and mechanical engineering, because of the stewardship of Alva McFarlane. The Authority has benefited substantially as a result of the scholarship recipients who have completed their education and returned to the Virgin Islands to make a contribution.

Scope and Eligibility


The Alva C. McFarlane Scholarship is a competitive scholarship. Applicants, to be considered, must be US citizens or residents, with no criminal record.

Recipients of the Scholarship are chosen primarily based on academic achievement, scores on standardized college admission tests and an in-person interview.

Financial need, community involvement and the needs of the Authority are also considered.
