Line Loss Surcharge:
Funds earmarked for projects that address losses on our Electric and Water systems.

LEAC:

The LEAC (Levelized Energy Adjustment Clause) was enacted to cover fuel consumption and related costs which are highly susceptible to wide market fluctuations. These costs are recovered through the LEAC factor. Since the conversion to RO (Reverse Osmosis) in 2013 and subsequent contract with Seven Seas for the purchase of water, the WLEAC now reflects all costs associated with water production. The WLEAC is comprised of the following:

  • Finance & Regulatory Costs:
    • Docket 289 – Public Service Commission charges passed on to WAPA customers on LEAC related matters.
  • Water Production / RO Charge – These costs reflect the costs associated with RO production.
  • Electricity Charge – These costs reflect the costs of electricity used during the production of water .
  • Base Rate Charge – $2.88 of fuel costs are recovered in the base rate. This amount is deducted from the Water LEAC charge.
