WAPA Governing Board Moves Forward with Approvals

U.S. VIRGIN ISLANDS – The Virgin Islands Water and Power Authority’s (“WAPA” or “Authority”) Governing Board met yesterday and approved the following action items. Under the Planning and Economic Development Committee, the board approved SC-05-23 contract revision Amendment III to reallocate labor hours, support additional services such as claims, change order review, technical support, and additional project needs for final completion.  Also approved yesterday was a no cost time extension to May 31, 2025, to allow time for the Authority to stabilize the system prior to the de-energization of the Donald Francois Substation contract SC-25-22 for the DCF Switchgear Replacement FEMA Mitigation Project.

Under Finance and Audit Committee items, the board approved the extension of the FirstBank lines of credit, the FirstBank overdraft facility, and the Banco Popular lines of credit through July 31, 2024, at a cost not to exceed $250,000 inclusive of transaction related fees/expenses charged by the banks and WAPA incurred legal expenses. 

Votes on SC-05-23 and SC-25-22 were as follows: Chairman Fleming – Yes, Member Turnbull – Yes, Member Boynes-Jackson – Yes, Member Selwood – Yes, Secretary Young – Yes, Member Muia – Yes.

Votes on the extension on the FirstBank and Banco Popular Lines of Credit were as follows: Chairman Fleming – Yes, Member Turnbull – Yes, Member Boynes-Jackson – Unavailable, Member Selwood – Yes, Secretary Young – Yes, Member Muia – Yes.

During Executive Session, legal and personnel matters were discussed, and Chief Executive Officer/Executive Director Andrew Smith was granted the authority to finalize property insurance arrangements with Willis and Tower in an amount not to exceed $1.9 million.
