How Solar Net Energy Billing Works

With solar net billing, any excess energy your system produces is sent back to the grid. In return, you receive credits on your WAPA bill, helping to lower your overall energy costs. Each month, the value of the energy you export is calculated and applied as a credit toward the energy you consume from the grid, creating a more efficient and cost-effective way to manage your power usage.

SITUATION/NEED

The Rivera family lives in a three- bedroom home in the VI.

Like many households across the territory, they were feeling the impact of fluctuating utility bills — averaging around $375 per month — and wanted a more sustainable, cost-effective solution.

THEIR SOLUTION: SOLAR + NET ENERGY BILLING

The Riveras decided to install a 6.5-kilowatt rooftop solar system and enroll in WAPA’s Net Energy Billing (NEB) program.

Under NEB, customers can offset their energy usage by sending excess solar energy back to the grid, earning credits that are applied to their monthly bill.

WHAT HAPPENED NEXT?

  • Monthly Savings: The Riveras’ monthly electric bill dropped — between 50-90% reduction in costs*.

  • Energy Credits: On sunny days, their system produces more power than they use. That excess energy is sent back to WAPA’s grid, and they earn credits applied to their monthly bill.

*The utility makes no assurances as to the production or lack of production from any solar or battery storage system

TAKEAWAY

This example shows how WAPA’s Net Energy Billing program can make solar more affordable and impactful for Virgin Islands residents.

Whether you're looking to cut energy costs or support a cleaner future, NEB offers a practical path forward.

This case study is a fictional example designed to demonstrate the potential benefits of participating in the Net Energy Billing program. Individual results may vary.

FAQs: Solar Net Energy Billing (NEB)

  1. How do I sign up for NEB?

To enroll in WAPA’s Net Energy Billing program, you must submit an application online. The process includes reviewing your solar system design, ensuring compliance with interconnection requirements, and obtaining all necessary permits and certifications. Once approved, you’ll receive confirmation and next steps for interconnection.

  1. How are my credits calculated?

Your credits are based on the amount of excess electricity your solar system sends back to the grid. WAPA calculates the value of that energy and applies it as a credit toward the electricity you consume from the grid each billing cycle. The credit rate as outlined in the Net Energy Billing application, which is 75% of the LEAC.

  1. Do I need to install a new meter?

Yes. To participate in NEB, WAPA installs a bi-directional meter. This specialized meter tracks both the electricity you use from the grid and the excess energy your system exports to it.

  1. What is the fee for interconnection?

There is a one-time interconnection fee of $250, which covers the administrative and technical review of your system, as well as any necessary upgrades to safely connect to WAPA’s grid.

  1. Can I still get service from WAPA when my system isn’t producing power?

Yes. Your solar system works in tandem with WAPA’s grid. When your system isn’t generating enough electricity—such as at night or on cloudy days—you’ll still receive power from WAPA as usual.
