Sunsetting of the Net Metering Program: FAQs
Net Metering (Sunset) vs. Net Energy Billing at WAPA
WAPA’s Net Metering (NEM) program allowed customer-generators to export excess solar generation to the grid and receive full retail-rate credit on their electric bills.
Under the newer Net Energy Billing (NEB) program, excess energy is still exported to the grid but credited at 75% of the Levelized Energy Adjustment Clause (LEAC) rate, with credits reconciled monthly rather than rolling indefinitely.
By statute (12 V.I.C. § 1149), the Net Metering program expired on January 1, 2025, for residential systems over 10 kW (AC). Starting January 1, 2026, those larger systems must transition into the NEB program; residential systems 10 kW or less remain under the original Net Metering structure.
