WAPA Governing Board Approves Extension & Adjustment Items at August Meeting

Aug 25, 2022

U.S. VIRGIN ISLANDS – The Virgin Islands Water and Power Authority’s Governing Board met today and voted to unanimously approve the following items on the agenda:

  • PR-03-22 No-Cost Scope Adjustment to Donald C. Francois Gas Insulated Switch Gear

The Governing Board authorized an amendment of the job scope for PR-03-22 to remove 3rd party NETA testing.  The Authority will instead have ABB perform the acceptance testing.  As manufacturer of the Switchgear, ABB will provide all testing and commissioning as per NETA standards and provide the Authority with a warranty period.

  • No-Cost Time Extension of Onsite Environmental Contract

The Governing Board approved Change Order #3 for SC-09-22 with On-Site Environmental to grant an additional 60 calendar days for the contractor to perform remediation of contaminated soil at no additional cost.  Demolition and backfilling are necessary to prepare areas for Urea Storage Tank, a component of the installation of the new Wartsila engines.

  • 2nd Short Term Extension of Aggreko Lease Agreement

The Governing Board authorized the CEO/Executive Director to extend the existing lease with Aggreko LLC to October 31, 2022, at a cost not to exceed $1,450,000 under the same terms and conditions as the existing lease agreement.

  • Hybrid Bucket Truck Purchase

The Governing Board authorized the Executive Director to purchase one (1) Versalift hybrid bucket truck for the purchase price of $323,000, which will be 100% funded under a Department of Interior Grant.  This grant will allow the Authority to integrate a hybrid bucket truck into the utility fleet to help improve workplace safety, reduce fossil fuel emissions and operational costs.
