WAPA Governing Board Approves Several Action Items

U.S. VIRGIN ISLANDS – The Virgin Islands Water and Power Authority’s (“WAPA” or “Authority”) Governing Board met last week Thursday, July 27, 2023, to review several action items.

Under the Planning and Economic Development Committee, a no-cost time extension for FXB Inc. was approved for feeder undergrounding and project management services (SC-29-20).  The time extension will be for 18 months and will extend the contract time from October 17, 2023, to April 17, 2025.  A no-cost amendment was also approved to update Exhibit "C" for SC-05-23 with West Peak Energy to increase the allocated labor hours and incorporate additional services to support claims review, as well as provide additional LPG design and engineering review services.  Lastly, a no-cost time extension was approved for Contract No. SC-31-21 and Contract No. SC-32-21 with Comprehensive Security Concepts, Inc. on St. Thomas, St. John and St. Croix to continue through August 31, 2023, and allow for continued safeguarding of the Authority’s plants and facilities.

Under the Finance and Audit Committee items, the Governing Board approved an Addendum to Contract SC-30-17 with Teledyne Monitor Labs for an additional $305,980.00 to upgrade the Wartsila’s continuous emission monitoring system (CEMS).  Additionally, the board provided approval for the Authority to enter a contract with Comprehensive Security Concepts, Inc., at a cost not to exceed $4,374,996.00, for security guard services at the St. Thomas, St. John and St. Croix facilities, for a duration of two-years, with an option to extend for one additional year under the same rate structure.
