U.S. Virgin Islands (May 23, 2025) – The Virgin Islands Water and Power Authority (“WAPA” or “the Authority”) is proud to announce the recipients of the 2025 Alva McFarlane Scholarship, awarded annually to empower the next generation of innovators in clean energy, technology, and infrastructure. This year’s honorees are outstanding college students who exemplify academic excellence, community commitment, and a shared passion for shaping a sustainable future.
The selection process was highly competitive, reflecting the incredible talent and potential within our Virgin Islands community. We are honored to introduce the 2025 scholarship recipients:
Joshua Calcano – A graduate of St. Croix Educational Complex, Joshua Calcano is now a sophomore engineering student at the University of the Virgin Islands. He is dedicated to renewable energy and environmental conservation, aspiring to develop sustainable water and power solutions tailored to the unique needs of island communities.
Daniel Newton – A graduate of Ivanna Eudora Kean High School, Daniel Newton is currently pursuing a degree in Electrical Engineering at the University of Florida. He has a vision for a world driven by sustainable alternatives. His goal is to uplift communities through innovation and clean technology.

The Alva McFarlane Scholarship underscores WAPA’s dedication to advancing education, fostering leadership, and promoting careers in the STEM fields. Named in honor of Alva C. McFarlane — a pioneer in apprenticeship and training — the scholarship continues his legacy by empowering and inspiring the next generation of engineers.
