U.S. Virgin Islands (Nov. 7, 2025) – The Virgin Islands Water and Power Authority (“WAPA” or “the Authority”) is pleased to announce the 2026 Open Enrollment period for employees and retirees, starting on November 9 and ending on November 19. This is an important time for all plan participants to review and make changes to their benefits. All elections and changes made during the Open Enrollment period will take effect January 1, 2026.
2026 Key Updates for WAPA Retirees
- One-time opportunity to enroll in Voluntary Life Insurance: Retirees have the chance to sign up for this coverage during the Open Enrollment period.
- New 10% cost share for medical and dental coverage: Retirees under the age of 65 will now have a 10% cost share for these benefits.
- No insurance carrier changes: The insurance carrier for retirees will remain the same unless changes are made.
- Benefit elections for retirees over 65: If you are a retiree over 65, your benefit elections will roll over as usual unless changes are made.
Important Informational Sessions for WAPA RetireesTo help navigate these changes, WAPA is offering both in-person and virtual informational sessions. These sessions will give retirees the opportunity to ask questions and receive assistance
on benefit elections.

Important Reminder: Retirees must make any changes during the Open Enrollment period from November 9 – November 19 to ensure benefits are updated for the 2026 plan year.
