U.S. Virgin Islands (January 22, 2026) – The Virgin Islands Water and Power Authority (“WAPA” or “the Authority”) is continuing its territory-wide outreach efforts, engaging students and families to promote the Alva McFarlane Scholarship Program. The program provides financial support upwards of $80,000 for individuals pursuing careers in engineering and related technical fields, from certification through advanced graduate study.
On January 15, 2026, WAPA’s Human Resources and Communications teams visited the St. Croix Adult Education School, where they met with 15 adult learners to share information on the scholarship application process, eligibility requirements, and workforce opportunities.
That same evening, WAPA’s outreach continued on St. Thomas, where representatives spoke with approximately 120 high school seniors and their parents during Senior Parent Night at Charlotte Amalie High School. The presentation highlighted scholarship opportunities, career options, and hands-on training and internship experiences designed to support students as they prepare for future careers in engineering and technical fields.
Outreach efforts expanded further today, January 22, on St. Croix, with a second visit to St. Croix Central High School, where WAPA representatives connected with 35 students to reinforce key application details as the deadline approaches.
The Alva C. McFarlane Scholarship Program offers opportunities in three (3) categories, reflecting WAPA’s commitment to supporting students at multiple stages of their educational and professional journeys:
Associate’s Degree / Technical Certification Award – Up to $30,000
Eligible applicants include graduating high school seniors pursuing an associate’s degree in Electrical Engineering Technology, Electronics Engineering, or related fields, as well as individuals planning to attend trade school or pursue technical certification.
Bachelor’s Degree Award – Up to $80,000
Eligible applicants include graduating high school seniors, college freshmen and sophomores, and University of the Virgin Islands students enrolled in or planning to enroll in the five-year engineering program.
Master’s Degree Award – Up to $60,000
Eligible applicants include students enrolled in an accredited graduate engineering program, as well as individuals who hold a bachelor’s degree in engineering from an accredited engineering college or university. Scholarships may be awarded for a period of up to three (3) years.
Scholarships in each category are awarded per district, supporting students from both St. Croix and St. Thomas–St. John.
