ST. THOMAS-ST. JOHN, U.S. VIRGIN ISLANDS (April 8, 2026) – The Virgin Islands Water and Power Authority (“WAPA” or “the Authority”) advises customers that Unit 27 was brought online yesterday, April 7, 2026, restoring needed generation capacity at the Randolph Harley Power Plant (RHPP). As a result, rotation outages were suspended at approximately 4:30 p.m.

For the past several days, customers across the St. Thomas–St. John district have navigated service rotations—adjusting daily routines, businesses, and critical operations. WAPA acknowledges the strain this placed on the community and extends sincere appreciation for the resilience shown during this time.

With Unit 27 now in service and additional generation available, there is currently no rotation schedule in place, and service has stabilized across the district.

Today, WAPA plant personnel remain focused on closely monitoring Unit 27 as it undergoes performance testing following an extended maintenance period. Out of an abundance of caution, crews are carefully observing the unit to ensure consistent and reliable operation.

WAPA extends sincere thanks to its internal teams, the specialized technicians on island, and all supporting personnel who worked around the clock to return this unit to service.

While this progress brings much-needed relief, WAPA continues to emphasize the importance of restoring additional generation, including Unit 15, to strengthen system reliability and provide necessary backup capacity.

This moment also reinforces the critical need to replace aging generation assets. The Authority remains committed to fast-tracking permanent solutions, including use of the Prudent Replacement Program through FEMA, to better serve the community.
