WAPA to Modernize Water Infrastructure with Mahogany Estate Main Replacement Project

ST. THOMAS, U.S. VIRGIN ISLANDS (May 18, 2026) – The Virgin Islands Water and Power Authority (“WAPA” or the “Authority”) is informing the public that construction on the Mahogany Estate Water Rehabilitation Project begins today, May 18, 2026. Funded by the U.S. Environmental Protection Agency (EPA), the project will improve potable water service reliability and strengthen infrastructure resilience within the Mahogany Estate community on St. Thomas.

The Mahogany Estate community will receive a comprehensive water main replacement, including the installation of approximately half a mile of new water pipeline, along with associated valves and fire hydrants. Existing waterlines within the project area will be decommissioned and removed, and all disturbed roadways and surfaces will be fully restored upon completion.

Island Roads Inc. has been awarded the contract and will carry out the work on behalf of WAPA. Initial project activities will include mobilization, material staging, and site preparation, followed by phased construction throughout the community. The project is anticipated to be completed in December 2026.

Once completed, the project will improve water distribution reliability, stabilize system pressure and flow, and enhance overall system performance, resulting in a more efficient potable water system for the Mahogany Estate community.

 

To facilitate construction, road closures will be implemented in phases. Traffic control plans will be in place, and detour signage will direct motorists safely around active work zones. Customers may experience temporary water service interruptions during construction and will be notified in advance via WAPA Alerts.

WAPA thanks the Mahogany Estate community for its cooperation and support as the Authority advances critical infrastructure improvements that will benefit residents for years to come.
