ST. THOMAS, U.S. VIRGIN ISLANDS (July 21, 2026) — The Virgin Islands Water and Power Authority (“WAPA” or “the Authority") advises the public that construction on the Feeder 9A Underground Electrical Construction Project will begin on Wednesday, July 22, 2026. The disaster recovery project, being completed in partnership with Haugland Virgin Islands (HVI) will begin in the Nisky Center parking lot and advance through the surrounding area as crews install new underground electrical infrastructure.
The $12.8 million FEMA-funded project, supported through the FEMA 406 Hazard Mitigation Grant Program, will replace existing overhead electrical infrastructure with an underground electrical system designed to improve service reliability, strengthen grid performance, and provide greater protection against severe weather events.
Construction activities are expected to continue through July 2027 and will occur Monday through Friday from 7:00 a.m. to 5:00 p.m. Work will advance in phases to safely complete underground utility installation while minimizing impacts to surrounding businesses, residents, and motorists.
To facilitate construction, designated sections of the Nisky Center parking lot will be temporarily closed as crews work within active construction areas. Motorists are encouraged to follow posted signage, avoid designated work zones, and use available parking spaces outside active construction areas. A safe pedestrian pathway to the building will be maintained throughout construction.
Motorists should also expect temporary traffic pattern changes, including intermittent lane closures and traffic control measures within the project area. Traffic control personnel and signage will be in place to safely direct motorists, pedestrians, and businesses through active work zones. Drivers are encouraged to allow additional travel time and use caution when traveling through the area.
Businesses within the Nisky Center area will remain open and accessible throughout construction. Access to businesses, residences, and adjacent properties will be maintained to the greatest extent possible as work progresses. If temporary access restrictions become necessary, affected property owners and businesses will be notified in advance whenever possible.
No planned electrical service interruptions are anticipated during construction. Should unforeseen service impacts occur, WAPA will provide updates through its communication channels, including WAPA alerts.
The Feeder 9A Underground Electrical Construction Project advances WAPA’s commitment to modernizing the territory’s electrical infrastructure and delivering a more reliable and durable electric system.
