ST. THOMAS, U.S. VIRGIN ISLANDS (November 4, 2026) – The Virgin Islands Water and Power Authority (“WAPA” or “the Authority”) advises the public that its contractor, Haugland Virgin Islands (HVI), will have a lane closure to continue underground electrical infrastructure work along Crown Bay Road in the vicinity of the Virgin Islands Port Authority (VIPA) facilities from Wednesday, November 4, through Wednesday, November 11, 2026.
The overnight work is scheduled between 6 p.m. and 4 a.m. and will involve excavation, installation of underground electrical duct banks and associated structures, backfilling, compaction, and roadway restoration.
Temporary lane restrictions and traffic-control measures will be in effect within the active work area. Access to all entrances, driveways, and parking areas will be maintained throughout construction. Where necessary, closures will be limited to half the roadway width, with restoration completed before work advances to the next section.
Construction activities will be coordinated with VIPA and on-site personnel to maintain access to port entrances and accommodate port operations.
Motorists and commercial drivers should allow additional travel time, exercise caution, and follow posted signs and directions from traffic-control personnel. Pedestrians should use designated access routes around the work area.
The construction schedule is subject to field conditions, weather, and coordination with port operations.
The $12.8 million Feeder 9A Underground Electrical Project is funded through the FEMA 406 Hazard Mitigation Grant Program and is part of WAPA's ongoing efforts to modernize the territory's electrical infrastructure and improve the reliability and resiliency of the electrical distribution system.
WAPA thanks residents, businesses, port users, and visitors for their cooperation as work continues to improve the electrical infrastructure on St. Thomas.
