The Virgin Islands Water and Power Authority is soliciting proposals for the following:

PR-03-26 Liquid Propane Gas (LPG) Territorial RFP

The Authority shall hold a Pre-Bid Meeting on Friday, September 19, 2025, beginning at 10:00 a.m., AST. Attendance is highly recommended by the Authority.

Please note Site Tour Registration Deadline is Friday September 19, 2025.

Recommended Site Visits

  • St. Thomas: A highly recommended site visit will take place on Tuesday, September 23, 2025, at 9:00a.m. AST, on St. Thomas, U.S. Virgin Islands.
  • St. Croix: A highly recommended site visit will take place on Wednesday, September 24, 2025, at 9:00 a.m. AST, on St. Croix, U.S. Virgin Islands.

Please note that the last day for submitting any questions to this proposal is Friday, October 3, 2025, at 3:00 p.m., AST. Responses to questions submitted in accordance with this request for proposal shall be transmitted to offerors no later than Wednesday, October 8, 2025, at 4:00 p.m., AST.

A complete copy of the proposal must be submitted electronically in PDF format on or before, Friday, October 24, 2025, at 11:59 p.m., AST to contractservices@viwapa.vi.

In accordance with Section 3.13 of this Request for Proposals (RFP), the Bidder acknowledges that any information provided in its proposal may be subject to public disclosure pursuant to applicable law. If the Bidder believes any information in its proposal is confidential or constitutes trade secrets, the Bidder must clearly identify such information by marking it “CONFIDENTIAL” in bold, capitalized letters at the top of each page or section containing such information. The Bidder shall include a written justification for each marked item, specifying why the information should be protected from disclosure.

Failure to properly mark and justify confidential information in accordance with Section 3.13 may result in the disclosure of the information without further notice to the Bidder. The Authority reserves the right to make its own determination regarding whether any information is confidential under applicable law, even if marked as such by the Bidder.

The Virgin Islands Water and Power Authority reserves the right to accept or reject any or all proposals.
