WAPA Announces Statutory Expiration of Net Metering Program

U.S. VIRGIN ISLANDS (OCTOBER 1, 2025) — The Virgin Islands Water and Power Authority (“WAPA” or “the Authority”) advises customers of the statutory expiration of the Net Metering Program for residential systems larger than 10 kilowatts ac.

 

12 V.I.C. § 1149 states:
“The net metering program expires January 1, 2025, for a customer-generator that has a generating capacity larger than 10 kilowatts residential.”

As required by this statute, all qualifying Net Metering systems over 10 kWac will transition to the Net Energy Billing (NEB) Program beginning January 1, 2026. The NEB Program compensates exported energy at 75% of the Levelized Energy Adjustment Clause (LEAC) rate, recognizing both reduced fuel costs and continued access to the electric grid. Residential systems 10 kWac and under will remain under the original Net Metering structure.

 

Key Customer Information:

  • Credit Reset: All Net Metering credits will reset to zero at midnight, December 31, 2025.
  • System Size Changes: If your system was rebuilt post-hurricane and now exceeds 10 kWac, please contact the VIEnergize Department at nebapply@viwapa.vi for transition guidance.
  • Property Transfers: Net Metering and NEB agreements do not transfer automatically with property sales. New owners must apply for enrollment.
  • Compliance: Any system found energizing distribution lines during an outage will have its meter removed until regulatory compliance is verified.
